# Percolator Meta A non-custodial governance bootstrap and continuous reward system for Percolator markets. Participants put base units at risk in market insurance during a short deposit window, run a configurable bootstrap (six 30-day months by default), and vote on allocation of 100% of a fixed, pre-existing COIN supply. After sealing, the votes have no further authority and depositors can recover their owner-bound share of the insurance pool, subject to losses incurred during their capital's own tenure. > Status: experimental, educational-use-only, and provided AS IS. Participants can lose > capital to market losses or program defects. See LICENSE. ## Invariants - Fixed supply. Genesis allocates an existing COIN vault. It never mints. Unclaimed genesis allocations are burned. A proposal becomes votable only after every declared entry slot is filled, so its creator cannot mutate it after voters lock capital. A claim can pay only an initialized COIN account owned by its signing recipient.
